Why does thick skin lack hair follicles and sebaceous glands?

Because it does. Why would it be beneficial for hair to grow or oil to be excreted on the hands or soles of the feet? It wouldn't be. Our bodies are fine tuned machines, hair or oil in those places would make it more difficult for our bodies to function. The stratum coneum is .4mm thicker in thick skin than in thin skin.
